Software Cooperative Engagement Agreement:

With a huge trade deficit, US government was trying to put blame on China  which sells five times as many goods and services  to the US as the US sells to it with respect to violations of intellectual property rights.  So there was a flurry of activity by Chinese officials to demonstrate their commitment to safeguarding intellectual property rights and to quash any more talk of a US-sponsored WTO complaint about the country's record of IP enforcement. The Chinese government has issued a notice requiring computer makers to pre-load legal operating system software on all computers produced or imported into the country and buy computers with pre-loaded software.  The government also promised to get tougher on IP violations by trying to ensure that public markets do not sell infringing products.  If the US government raises a problem regarding a specific IP case, the Chinese government will take action to improve IP enforcement.
